The British press focused too much on negative stories about India, India’s High Commissioner in London Y.K. Sinha said at an event in Parliament in February this year. The issue is not limited to just the UK, India has received a lot on negative press internationally over the recent past. A media watch group Reporters Without Borders on July 4 expressed serious concern at what it called “an alarming deterioration in the working environment of journalists in India” and demanded that the government ensure the safety of journalists who are feeling threatened. The same group in May this year ranked India 138th in the world on the Press freedom index, only one rank above Pakistan. Earlier, in March a UN based report ranked India 133rd on the World Happiness Index, lower than Pakistan and China. And more recently, exactly two weeks ago Thomson Reuters declared that India is the most dangerous country for women in the world. Why? And what is the perception of the foreign media about India? India’s space program wants to go where no nation has gone before — to the south side of the moon. And once it gets there, it will study the potential for mining a source of waste-free nuclear energy that could be worth trillions of dollars. The Indian Space Research Organisation (ISRO) will launch a rover in October to explore virgin territory on the lunar surface and analyze crust samples for signs of water and helium-3. That isotope is limited on Earth yet so abundant on the moon that it theoretically could meet global energy demands for 250 years if harnessed. “The countries which have the capacity to bring that source from the moon to Earth will dictate the process,” said K. Sivan, chairman of ISRO. “I don’t want to be just a part of them, I want to lead them.” The mission would solidify India’s place among the fleet of explorers racing to the moon, Mars and beyond for scientific, commercial or military gains. The governments of the U.S., China, India, Japan and Russia are competing with startups and billionaires Elon Musk, Jeff Bezos and Richard Branson to launch satellites, robotic landers, astronauts and tourists into the cosmos. The rover landing is one step in an envisioned series for ISRO that includes putting a space station in orbit and, potentially, an Indian crew on the moon. The government has yet to set a timeframe. “We are ready and waiting,” said Mr Sivan, an aeronautics engineer who joined ISRO in 1982. “We’ve equipped ourselves to take on this particular program.” China is the only country to put a lander and rover on the moon this century with its Chang’e 3 mission in 2013. The nation plans to return later this year by sending a probe to the unexplored far side. n the U.S., President Donald Trump signed a directive calling for astronauts to return to the moon, and NASA’s proposed $19 billion budget this fiscal year calls for launching a lunar orbiter by the early 2020s. ISRO’s estimated budget is less than a 10th of that – about $1.7 billion – but accomplishing feats on the cheap has been a hallmark of the agency since the 1960s. The upcoming mission will cost about $125 million – or less than a quarter of Snap Inc. co-founder Evan Spiegel’s compensation last year, the highest for an executive of a publicly traded company, according to the Bloomberg Pay Index. This won’t be India’s first moon mission. The Chandrayaan-1 craft, launched in October 2008, completed more than 3,400 orbits and ejected a probe that discovered molecules of water in the surface for the first time. The upcoming launch of Chandrayaan-2 includes an orbiter, lander and a rectangular rover. The six-wheeled vehicle, powered by solar energy, will collect information for at least 14 days and cover an area with a 400-meter radius. The rover will send images to the lander, and the lander will transmit those back to ISRO for analysis. A primary objective, though, is to search for deposits of helium-3. Solar winds have bombarded the moon with immense quantities of helium-3 because it’s not protected by a magnetic field like Earth is. The presence of helium-3 was confirmed in moon samples returned by the Apollo missions, and Apollo 17 astronaut Harrison Schmitt, a geologist who walked on the moon in December 1972, is an avid proponent of mining helium-3. “It is thought that this isotope could provide safer nuclear energy in a fusion reactor, since it is not radioactive and would not produce dangerous waste products,” the European Space Agency said. There are an estimated 1 million metric tons of helium-3 embedded in the moon, though only about a quarter of that realistically could be brought to Earth, said Gerald Kulcinski, director of the Fusion Technology Institute at the University of Wisconsin-Madison and a former member of the NASA Advisory Council. That’s still enough to meet the world’s current energy demands for at least two, and possibly as many as five, centuries, Kulcinski said. He estimated helium-3’s value at about $5 billion a ton, meaning 250,000 tons would be worth in the trillions of dollars. India’s massive military spending has upset Pakistan as Islamabad contacted the United Nations to stop India’s arms buying spree, diplomatic sources said. Senior officials at the foreign ministry told The Nation that Pakistan had apprised the UN chief, António Guterres, about the arms build-up by India – threatening regional peace. One official said: “They (India) are threatening peace. The military spending is definitely targeting us (Pakistan) or China. There should not be an imbalance in the region. India’s attitude is upsetting.” He added: “We are taking up the issue in the UN. We have already apprised the UN chief on India’s military designs.” The Stockholm International Peace Research organisation said in its latest report that India stood fifth on the world’s biggest military spenders list, behind the United States, China, Saudi Arabia and Russia. The reports said India spent $63.9 billion on its military in 2017, 5.5 per cent more than its expenditure in 2016. The global military spending rose to $1.73 trillion in 2017, an increase of 1.1 per cent since 2016. The five biggest spenders in 2017 together accounted for 60 per cent of the total, the report said. China, the biggest military spender in Asia, spent $228 billion in 2017. Another official said Pakistan was not oblivious to its defence needs but was against an arms race in the region. “We are doing what we should do but we are not mad to multiplying the arms. We support peace in the region. India is playing a dangerous game,” he said. Tensions between Pakistan and India have been high since the k!lling of a Kashmiri freedom fighter Burhan Wani in July 2016. An attack on Indian forces in September 2016 - that k!lled 19 soldiers in Uri area of held Kashmir - further heightened the tensions. India also claimed it had carried a “surgical strike” to avenge the Uri attack. Pakistan rejected the Indian claim. Reports said the cross-border clashes between Nuke-armed Pakistan and India had reached the highest levels in 15 years. India and China, longstanding economic and strategic rivals, are seeing a thaw in relations less than a year after the most serious border flare-up since a war in 1962 threatened ties between the two Asian giants. Since May, China has made it easier for India to export non-Basmati rice, removed import duties on anti-cancer drugs and agreed to share data that predicts river flows between the two countries during the flood season. Chinese President Xi Jinping and Prime Minister Narendra Modi have met twice since April, pledging to strengthen bilateral ties. Driving the marriage of convenience is Trump's unpredictable policy-making. The US has ratcheted up global trade tensions with tariff threats against China, Canada, Mexico and the European Union, prompting several to retaliate. Last week India also joined the fray, raising duties on a slew of US imports. "China understands that this trade war situation isn't going to end in a few days or even months," said Bipul Chatterjee, executive director of an India-based trade think tank. "They wouldn't want to open more than one battle front. The focus is now on confronting the US." The question many observers are asking is whether China's cosier relationship with India can endure. The world's two most-populous nations have had a tense history, marked by border disputes and China's growing economic influence in South Asia. "I don't think the fundamentals of the relationship are changing in any way, but the Trump factor is pushing them to coordinate their priorities more closely," said Harsh Pant, an international relations professor at King's College London. Here's a look at some of the flashpoints that hinder stronger ties: India's two-way trade with China touched nearly $90 billion last year, making it the largest commercial partner of the South Asian economy. The bilateral trade gap was $63 billion -- India's largest -- mainly due to imports of Chinese-made heavy machinery, telecom equipment and home appliances, according to commerce ministry data. The deficit widened from $36 billion in the financial year ended March 2014, driving up the current-account gap and adding to the economy's vulnerability. Modi's flagship 'Make in India' initiative to foster local manufacturing struggles in the face of low-priced imports from China, while at the same time India's cost-competitive software services companies battle to get access to the Chinese market. To curb the shortfall -- and counter to China's easing of trade barriers -- India boosted tariffs on electronic goods, such as mobile phones, TVs and microwave ovens last year. Closer trade ties seem incongruous less than a year after troops from the two nuclear-armed nations faced off in a dispute in the remote Doklam Plateau between India, Bhutan and Tibet, triggered by China's attempt to build a road there. Tension eased after the two countries agreed to an "expeditious disengagement" of troops from the area in late August, with Modi and Xi later pledging to strengthen communication between their respective armies at the informal summit this April. Sino-Indian relations have long been marred by disputes over large tracts of land along the border. India's hosting of the Dalai Lama and the Tibetan government-in-exile in the mountain town of Dharamsala in northern India is also a source of anger in Beijing. Another sore point in the bilateral relationship has been China's ambitious global infrastructure plans, which include projects in New Delhi's Indian Ocean backyard that domestic analysts worry have a strategic dimension. Under the so-called Belt and Road Initiative, China has financed ports and roads from Myanmar to Sri Lanka and Pakistan. India is one of the only holdouts globally.
