The Poverty Environment Initiative is supporting the Government of Nepal to reduce the environmental impact of economic activities such as the extraction of sand, gravel and stones, and the construction of rural roads. And to ensure that better management of natural capital generates income and employment for the poor. This included economic analysis and practical recommendations on how to sustainably develop both sectors. So far, several Local Governments have banned the use of heavy machinery to construct roads. In Dhading district, a progressive fine starting with 5'000 rupees (58$) has been established and contracts with any road developer force them to employ local people to undertake the construction work. This has resulted in the employment of thousands of people and in the construction of more sustainable roads. Using environmentally friendly construction methods, proper water management, bioengineering and taking into consideration the recommendations of Environmental Impact Assessments. The sand, gravel and stones industry generates up to 70% of the GDP of some Nepalese districts. Unsustainable extraction methods were having high economic costs, since they were damaging Nepal's road infrastructure and the country's invaluable ecosystems. This was enough for the Government of Nepal to take action. Now, the law says that extraction companies cannot settle in locations that harm valuable ecosystems. They need to be at least 2 km away from forests, 500 meter from highway, and 500 meters from a bank of rivers. And that any businesses must take measures not to damage roads and to employ local labor. On top of that, now, EIA's and IEE are a requirement in 12 different sectors. And are mandatory to start any road construction activity or any extraction of sand, gravel and stones. Reducing the environmental impact of extracting natural resources and making sure that infrastructure development employs local communities has proven in Nepal to have great potential to reduce poverty. And takes allows advantage of the country's natural capital without undermining the wellbeing of future Nepalese.

Deforestation and forest degradation contribute nearly 20 percent of global greenhouse gas emissions annually. Thus a mechanism has been developed under the United Nations Framework Convention on Climate Change (UNFCCC) to offer incentives to developing countries for reducing emissions from deforestation and forest degradation (REDD). When REDD activities also cover forest conservation, sustainable management of forest, and enhancement of forest carbon stock, such initiatives are referred to as 'REDD+'. All forests conserved by communities are eligible for such incentives. This video presents a pilot project in Nepal -- where almost one-third of the land is covered by forest -- that is seeking suitable mechanisms to provide beneἀts for forest-dependent communities that conserve the forest. The project has created a pilot Forest Carbon Trust Fund and has tested a structure and system for ensuring that REDD+ payments are transparent, fair, and inclusive. Local communities have learned to measure and monitor the carbon in their forests. The project has been carried out by the International Centre for Integrated Mountain Development (ICIMOD), the Federation of Community Forestry Users', Nepal (FECOFUN), and the Asia Network for Sustainable Agriculture and Bioresources (ANSAB), with the funding of the Norwegian Agency for Development Cooperation (Norad). The learning from this pilot project -- the only project of its kind in the Hindu Kush Himalayan region -- can be useful to many countries.

Nepal is a country of exceptional beauty, with an astonishing cultural diversity. Yet, besides the exceptional beauty of the majestic Himalayas, its natural resources, forest, rivers, mineral resources and fertile soils, are also the lifeline of Nepal's 90% population. And account for over 40% of the country's GDP. For decades, the isolation of Nepal has helped to maintain the pristine nature of this environment. However, over the last few decades, Nepal's natural capital has been degrading rapidly. Soil erosion, the loss of biodiversity, shortage of water, changing wheatear, are affecting food production, health, incomes and the environmental security of Nepal's growing population. This environmental degradation is especially affecting the poor. These challenges fostered local Governments to take the lead to take a more Sustainable development path. Thanks to a financial scheme that rewards with bigger budgets those local administrations that are exceeding in sustainability and thanks to the media's work to promote a greener development path, a number of local governments have launched multiple pioneering initiatives. Dhading District Development Committee and Rupandei District Development Committee, are part of the local governments that have increased the funds they allocate to green development. Actions include subsidizing biogas and solar panels installations and promoting sustainable agricultural practices. Interview to local Development officer Rupandei -- Narayan Gyawali "Every year, our development plans become more environmentally friendly. It is our priority to be more sustainable. Interview to Ministry of Federal Affairs and Local Government Official "Now local bodies start to allocate more budget on environment and poverty related issues." Heavy machinery to extract natural resources has been banned from these areas. The Poverty-Environment Initiative works with the National Planning Commission and the Ministry of Local Government and Federal Affairs, to support the greening efforts of Dhading and Rupandei districts. PEI works to ensure that Environmental Impact Assessments and Initial Environmental Examinations are conducted while planning projects such as the construction of roads or the extraction of sand, gravel and stones. In order to ensure that these activities do not harm key ecosystems and that they employ local labor. Moreover, PEI supports the Ministry of Federal Affairs and Local Government to conduct trainings to local government planning officials. The aim is to design sustainable infrastructure, climate change adaptation and mitigation interventions, energy efficient solutions and organic farming. Pramila Dallakoti is 27 years old; she is a social mobilizer of Jogimara Village committee of Dhadding district. She works to ensure that communities adopt new technologies and practices such as bioengineering, energy efficient cooking stoves, biogas or sustainable road construction methods and understand their benefits. The work of the Nepalese local governments to achieve a more sustainable development path is already having a great impact on rural people livelihoods. For Arjun Kumari Mala, starting to use biogas and organic farming changed her life and the life of her five children. Constructing road with environmentally friendly methods has resulted in the creation of thousands of green jobs. The Nepalese local Governments decision to invest in greener technologies and practices to achieve more sustainable development is a change that deserves without any doubt international attention.

The name Nepal is first recorded in texts from the Vedic Age, the era which founded Hinduism, the predominant religion of the country. In the middle of the first millennium BCE, Gautama Buddha, the founder of Buddhism, was born in southern Nepal. Parts of northern Nepal were intertwined with the culture of Tibet. The Kathmandu Valley in central Nepal became known as Nepal proper because of its complex urban civilization. It was the seat of the prosperous Newar confederacy known as Nepal Mandala. The Himalayan branch of the ancient Silk Road was dominated by the valley's traders. The cosmopolitan region developed distinct traditional art and architecture. By the 18th century, the Gorkha Kingdom achieved the unification of Nepal. The Shah dynasty established the Kingdom of Nepal and later formed an alliance with the British Empire, under its Rana dynasty of premiers. The country was never colonized but served as a buffer state between Imperial China and Colonial India In the 20th century, Nepal ended its isolation and forged strong ties with regional powers. Parliamentary democracy was introduced in 1951, but was twice suspended by Nepalese monarchs in 1960 and 2005. The Nepalese Civil War resulted in the proclamation of a republic in 2008, ending the reign of the world's last Hindu monarchy. Modern Nepal is a federal secular parliamentary republic. It has seven states. Nepal is a developing nation, ranking 144th on the Human Development Index (HDI) in 2016. The country struggles with the transition from a monarchy to a republic. It also suffers from high levels of hunger and poverty. Despite these challenges, Nepal is making steady progress, with the government declaring its commitment to elevate the nation from least developed country status by 2022. Nepal also has a vast potential to generate hydropower for export.
